The European Commission’s (EC) proposals for a complete ban on Russian gas supplies to the European Union include an immediate prohibition on new gas contracts between EU member states and Russia, while existing long-term contracts must be phased out by January 1, 2028, the Financial Times reported, citing the draft proposals scheduled for official presentation by the Commission on June 17.
According to the newspaper, the ban on new contracts will take effect immediately after the proposal is approved by the EU Council. Short-term contracts for both pipeline gas and liquefied natural gas (LNG) are to be terminated by 2026.
The report also emphasizes that the European Commission is advancing this initiative under the framework of trade policy, rather than foreign policy. This distinction is significant: the Foreign Affairs Council adopts decisions only by consensus, enabling Hungary and Slovakia to block the Commission’s proposals, whereas the Trade Council now operates under qualified majority voting, making it far more difficult to block the measure.
